Seapower & the State is a Strategic level board-wargame, a simulation of potential future naval combat during World War 3. The viewpoint of the simulation is that of grand strategy and thus has the players acting as the overall commanders of the naval forces of the Eastern or Western alliances. Scenarios are presented for various force levels for the years 1984, 1989, and 1994.
